Die Jahrestagung 2014 der Deutschen Vereinigung für sozialwissenschaftliche Arbeitsmarktforschung (SAMF) e.V. widmet sich am 21./22. Februar in Berlin (Hochschule für Wirtschaft und Recht), den Bedingungen und der Qualität von Erwerbsarbeit. Im Rahmen dieser Tagung wird vorab am 20. und 21. Februar der dritte Young Scholars‘ Workshop des
SAMF e.V. stattfinden. Er soll Doktorandinnen und Doktoranden ein Forum zur Vorstellung und Diskussion ihrer Dissertationsprojekte im Kontext der Tagungsthemen bieten.

Abstracts werden bis zum 30.10.2013 erbeten.

Université catholique de Louvain (UCL): Post-doc fellowships

The FSR (Fonds spéciaux de recherche) incoming post-doc fellowships of the Université catholique de Louvain (UCL) are offered to scientists of all nationalities in order to strengthen the bilateral S&T collaborations as well as the realization of the European Research Area. They are assigned to researchers with a PhD degree (or equivalent), proving their expertise and research capacity by a personal scientific record. The fellowships, granted for a stay lasting between 12 to 24 months in one of the UCL research units, concern all fields of research activities dealt with by the UCL.

Gesamtwirtschaftliche Steuer- und Abgabenbelastung nicht übermäßig hoch

Die gesamtwirtschaftliche Steuerquote bezogen auf das Bruttoinlandsprodukt dürfte im Jahr 2013 bei 23,6 Prozent liegen; einschließlich der Sozialversicherungsbeiträge wird die gesamte Abgabenquote auf 39,3 Prozent geschätzt. Das ist höher als in den letzten zehn Jahren, liegt aber unter den Spitzenwerten um das Jahr 2000. Für die Steuer- und Abgabenquote bieten sich unterschiedliche Bezugsgrößen an. Der Bund der Steuerzahler bezieht das gesamte Abgabenaufkommen auf das Volkseinkommen und berechnet mit dieser Abgabenquote jährlich den “Steuerzahlergedenktag”, den Tag im Jahr, bis zu dem die Steuerzahler nur für den Staat arbeiten. Das Volkseinkommen ist aber als Bezugsbasis zu eng, weil dabei die indirekten Steuern abgezogen sind. Die geeignetere Bezugsbasis ist das Nettonationaleinkommen, das noch nicht um die indirekten Steuern vermindert ist. Bezogen auf das Nettonationaleinkommen dürfte die gesamtwirtschaftliche Steuerquote 2013 bei 27 Prozent liegen. Einschließlich der Sozialbeiträge wird die gesamte Abgabenquote auf 45 Prozent geschätzt. Der so berechnete “Steuerzahlergedenktag” wäre dieses Jahr auf den 13. Juni gefallen, bei der Berechnung auf der Basis des Volkseinkommens ist es der 5. Juli. Als Belastungsindikator sind die Steuer- und Abgabenquoten ohnehin nur begrenzt geeignet. Steuern und Sozialbeiträge finanzieren die Bereitstellung öffentlicher Güter einschließlich der sozialen Sicherung, die Bürgern und Wirtschaft zugutekommen. Eine Belastung im wohlfahrtsökonomischen Sinn entsteht letztlich nur insoweit, als der Staat nicht effizient wirtschaftet. Dies können die gesamtwirtschaftlichen Steuer- und Abgabenquoten aber nicht messen.

Ausbau der Ganztagsschule : Kinder aus einkommensschwachen Haushalten im Westen nutzen Angebote verstärkt

Der Anteil von Grundschulkindern, die ganztägig zur Schule gehen, ist in den letzten Jahren stark gestiegen. Maßgeblich dazu beigetragen hat das Investitionsprogramm “Zukunft Bildung und Betreuung” (IZBB), mit dem der Bund die Länder seit 2003 beim Ausbau der Ganztagsschule unterstützt. Doch welche Kinder nutzen Ganztagsschulen? Welche sozioökonomischen Merkmale haben ihre Familien? Setzt sich die Schülerschaft in Ganztagsschulen seit ihrem Ausbau anders zusammen als zuvor? Auf Grundlage von Daten der Längsschnittstudien Sozio-oekonomisches Panel (SOEP) und “Familien in Deutschland” (FiD) zeigt sich für Grundschüler: Vor allem Kinder von in Vollzeit erwerbstätigen Müttern und von Alleinerziehenden gehen verstärkt in Ganztagsschulen – sowohl in Ost- als auch in Westdeutschland. Ferner sind in Westdeutschland Kinder mit Migrationshintergrund und Kinder aus Transferempfängerhaushalten häufiger in einer Ganztagsschule – in Ostdeutschland ist dies nicht der Fall. Mit dem Ausbau der Ganztagsschule besuchen zudem auch Kinder aus einkommensschwachen Haushalten in Westdeutschland verstärkt Ganztagsschulen: Ihr Anteil ist seit dem Start des Investitionsprogramms von knapp 18 auf fast 27 Prozent gestiegen.

Oregon State University: Assistant Professor in Organizational Behavior/Leadership

Position summary. The College of Business at Oregon State University invites applications from qualified candidates for a full-time, tenure-track position in Organizational Behavior beginning Fall Quarter, 2014, at the Assistant Professor level. Teaching interest and/or expertise in Leadership is required for this position.

Job requirements. A Ph.D. from an accredited (AACSB) University, or ABD with the expectation for completion by the start date, is required. Successful candidates will have a demonstrated ability to conduct independent research in Organizational Behavior/Human Resource Management resulting in high quality publications, as well as the potential to deliver high-quality courses at both the undergraduate and graduate level. Preferred qualifications include interest in leadership, innovation & creativity, or group performance; demonstrated ability to collaborate in scholarly pursuits with colleagues located both locally and remotely; relevant professional non-academic work experience and the ability to develop strong linkages with the business community; and a demonstrable commitment to promoting and enhancing diversity.

Iowa State University: Open Rank Faculty Position in Human Resource Management

The Department of Management in the College of Business at Iowa State University is inviting applications for an open rank faculty position in Human Resource Management, to start in August 2014. The successful candidate will have a Ph.D. in Management or a closely-related field, conduct scholarly research targeted at high-impact publications in top-tier management journals, and be able to teach at the undergraduate and graduate levels. Preference will be given to candidates with several years of experience. Salary will be competitive and commensurate with qualifications.
